Identity and Access Management for Intelligence Teams: When 'Need to Know' Becomes an Engineering Problem
T. HoltNeed to know is one of the oldest principles in intelligence work. It predates computers, predates the internet, predates every vendor that will try to sell you an identity platform this year. And yet, when you actually try to encode it into a modern IAM system, everything breaks in interesting and painful ways.

Most commercial IAM tools are built for enterprises where the primary concern is productivity — making sure Karen in accounting can access Salesforce but not the payroll system. Role-Based Access Control (RBAC) handles that reasonably well. Intelligence operations have a different problem: compartmentalization isn't just about job function. It's about operational security, source protection, and sometimes the literal survival of people in the field. A role called analyst doesn't capture any of that.
Why RBAC Alone Falls Apart
Here's the failure mode nobody talks about. You build out your RBAC schema, you get it running in Okta or Azure AD, and you feel good about it. Then an analyst gets read-in to a new compartmented program. Now what? You either create a new role — which explodes into combinatorial chaos as compartments multiply — or you start stacking roles in ways that produce access patterns nobody actually reviewed.
Attribute-Based Access Control (ABAC) is closer to what intelligence environments actually need. Instead of analyst having access to reporting-dashboard, you write policy that says: subject must have clearance level ≥ SECRET, must hold the COPPER compartment attribute, and must be accessing from an approved network enclave. That's closer to how the real need-to-know decision gets made. The problem is that ABAC policies get complex fast, and complex policies get misconfigured.
The underlying tension: intelligence wants fine-grained control; engineering wants something maintainable. You rarely get both without deliberate design.

The Ephemeral Credential Problem
Intelligence pipelines often process data from multiple sources with different classification levels. A collection pipeline might ingest at TS/SCI and write summarized outputs at SECRET. Your service accounts need to handle that transition — which means they need credentials scoped precisely to each leg of the pipeline.
Static service account credentials here are operationally dangerous. If a credential leaks — and they leak — you have no way to know which part of the pipeline was compromised without extensive forensics. Short-lived tokens tied to specific workload identities (SPIFFE/SPIRE does this reasonably well in containerized environments) give you something better: credentials that expire in minutes, bound to a specific workload identity, and traceable to individual pipeline stages.
This matters more than most DevOps teams realize. In a corporate environment, a leaked service account credential is a bad incident. In an intelligence pipeline, it's potentially a source compromise.
Federated Identity Across Classification Boundaries
Some of the most painful IAM problems in intelligence environments live at the boundary between classification levels — the cross-domain solution (CDS) problem. Users who work across multiple domains need identities that are coherent enough to audit but isolated enough that a compromise in one domain doesn't cascade.
Federation using SAML or OIDC across classification boundaries sounds appealing until you realize the assertion itself can carry attribute data you don't want flowing downward. An identity token that encodes compartment memberships is a reconnaissance gift if it crosses a domain boundary incorrectly. Scoping what attributes travel in federation assertions — and auditing those assertions at the receiving end — is unglamorous work that doesn't show up in any vendor's sales deck.
Log everything at the assertion level. Not just authentication events, but the specific claims being asserted and consumed. When something goes wrong, that log is the only way to reconstruct what access was granted and why.
The Practical Starting Point
If you're building this from scratch — or rebuilding it because the existing system is a mess — start with a few concrete decisions before touching any tooling:
Define your compartment taxonomy first. IAM systems will faithfully encode whatever structure you give them, including a broken one. Get the compartments right on paper before they become database rows.
Treat access grants as events, not states. Every access grant should have an explicit expiration and a review trigger. People get read-out of programs; systems rarely reflect that unless you build expiration in from day one.
Instrument your policy engine. Whether you're using OPA, Cedar, or something vendor-specific, every policy decision should emit a structured log with the subject, resource, action, decision, and the policy branch that drove it. Blind IAM systems are security theater.
Need to know has always been a policy problem. The engineering just makes it harder to hide when the policy is vague.
